Definitive investment agreement to be finalised within a year
Paris, France – 1 December 2022 – Alstom, global leader in smart and sustainable mobility, and The Government of the Republic of Kazakhstan signed an agreement to jointly develop projects related to the expansion of rolling stock production and service centres in Kazakhstan.
The agreement was signed by H.E. Tileuberdi Mukhtar Beskenuly, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan and Henri Poupart-Lafarge, Chairman and CEO of Alstom as part of a head of state visit by His Excellency Kassym-Jomart Tokayev, President of the Republic of Kazakhstan to France.

Kazakhstan’s geographical location, attractive climate for foreign direct investments and growing demand for mobility solutions, creates the right environment for Kazakhstan to not only be a transit hub in the region but also position itself as a competitive industrial base.”
The agreement outlines areas of cooperation related to production of electric locomotives, components, transfer of technology, and maintenance capability. This includes an investment of at least €50 million by Alstom into new bogie and electrical cabinet workshops, service centres and maintenance depots.
Alstom is committed to having a long-term partnership with Kazakhstan and has increased the level of local content in its locomotives from 4% to 31% because of a €126 million investment to establish the existing manufacturing capability. With this agreement, Alstom commits to growing that capability further and aims to reach 39% local content by 2025.

Alstom has been operating in Kazakhstan since 2010 and has established a significant industrial base with over 1,000 employees working to address national mobility needs and modernisation of the country’s railway. Over the last 12 years, Alstom has introduced 7 production facilities throughout the country: including a unique Electric Locomotive Assembly Plant (EKZ) in Astana and KEP in Almaty to produce point machines.
